The best way of facilitating this change is forming a caucus that includes likeminded students, parents, members of the civil society and members of the Senate and Congress. The members of the Senate and Congress can then sponsor a bill seeking to reverse this policy. The barrier that will most likely be met is an opposition by other caucuses which are affiliated to Liberals or Democrats.
